 Rule 1.
The name of the Society shall be "MEDICOS AID SOCIETY".
Rule 2. The address of the Society is

Rule 3. The Society shall work in the Rawalpindi & Islamabad.
Rule 4.THE AIMS
AND OBJECTIVES OF THE SOCIETY
- To improve the hygiene and public health of our teaching
Hospitals.
- To assist the Health Department in Expanded Programme of
Immunization.
- To open the Physiotherapy centers.
- To improve the maternity and child health care.
- To provide free medicines to the poor patients.
- To arrange free laboratory tests for the poor
patients.
- To provide fresh and healthy blood to the deserving
patients (free of cost).
- To provide medical books and free publication to students.
- To provide the deserving students with stipends.
- To organize free medical camps.
- To work for the welfare of disabled persons.
Rule 5:MEMBERSHIP
- Every adult male or female can become the member of the
Society provided:-
- He is not mentally inept.
- He is over eighteen years of age.
- He bears good moral character.
- He agrees with rules, aims and objectives of the Society.
- He pays membership fee.
- He has permanent residence or business in that area, where
Society is serving.
Rule 6: THE KINDS OF MEMBERSHIP
- Membership: A person who shall pay Rs. 5/- as admission
fee, becomes the member of the Society. Every member shall also pay Rs. 10/- as annual
membership fund.
- Members should abide by the rules of the constitution of
the Society and the Bye-Laws that the Society may frame from time to time for the better
administration of the Society.
- President or General Secretary may reject any application
of any person for the membership of the Society without assigning any reason, but such
person has the right to appeal before the Executive Committee of the Society. Decision of
the Executive Committee shall be final.
Rule 7. BENEFITS OF THE MEMBERS
A member of the Society is entitled to following benefits
and privileges, provided he is faithful to this constitution and loyal to the aims and
objectives of the Society:-
- To elect the office bearer and members of the Executive
Committee of the Society.
- To be elected as an office bearer or member of the
Executive Committee.
- To inspect the accounts of the Society.
- To enjoy other usual benefits.
Rule 8.FUNDS
- The funds of the Society shall be derived from admission
fee, subscriptions and donations.
- Funds shall be controlled by the Executive members for
this purpose.
- Funds in excess of Rs. 100/- shall be deposited in a Bank
to be approved by the Executive Committee. The bank account shall be operated jointly
atleast by two office bearers (Out of President or General Secretary and Finance
Secretary).
- Funds of the Society shall be spent for all Society
purposes which will promote the aims and objectives of the Society as set down in
accordance with aims and objectives.
- The accounts of the Society shall be audited atleast once
a year by a competent auditor, appointed for this purpose by the Executive Committee.
- The account books of the Society shall be opened for
inspection by any office bearer or member of the Society at the office of the Society
during office hours, provided 7 days notice has been given to the General
Secretary/Finance Secretary to the Society.
- The money, property or income or any part thereof shall be
solely utilized for promoting the aims and objectives of the Society and no money,
property or income shall be paid or transferred directly or in an indirect way by means of
divident, bonus or profit to any of its members or his/her relatives.
- The money or the income of the Society which is validly
set apart or is not utilized shall not exceed 25%. The income including donations, made to
it or Rs. 10,000/- which ever is less, and for certifying that the amount to as excess of
the said limit has been invested in Govt. securities or in N.I.T. units under intimation
to the Commissioner.
- The accounts of the institution will be kept in a
scheduled bank.
- The financial year of the Society shall be according to
financial year of the Government of Pakistan.
FORFEITURE
- A member failing to pay his subscription for one
consecutive year, shall crease to be a member and forefeit all privileges and benefits.
But he shall again to be enrolled as a fresh member and become entitled to all the
privileges and benefits on payment of arrears.
- Executive Committee of the Society may suspend, expel,
fine or deprive any member of his privileges and benefits (that the rules and Bye-Rules
may assure), if he is found conducting himself in a member which is enimical, prejudicial
or detrimental to the interests of Society provided that he has afforded an opportunity to
explain his conduct and that the final decision in this behalf shall be obtained
immediately in the next meeting of the General Body.
- A member expelled, fined or deprived of his privileges and
benefits by the Executive Committee shall be entitled to file and appeal to the next
General Body meeting of the Society, which may over-rule the decision of the Executive
Committee.
Rule 9. LIST OF MEMBERS
The General Secretary of the Society shall maintain a
list of members, which shall be opened for inspection by any member and office bearer of
the Society by the previous engagement with the General Secretary.
Rule 10. OFFICE BEARERS
The Society shall have following office bearers,
President, Two Vice Presidents, One General Secretary, one Joint Secretary, one Finance
Secretary, One Propaganda Secretary and 10 members of the Executive Committee. All of whom
shall be elected for a period of one year in General Body meeting of the Society.
- If any office of the Executive Committee falls vacant
during a year, Executive Committee can co-opt any member of the Society to fill such
vacancy by 2/3 majority of the Executive Committee.
- Any office bearers may be removed in the Executive
Committee meeting by 2/3 majority of the members present in the meeting, provided the
proposal of his removal has been received by the General Secretary before a period of 7
days of the meeting.
DUTIES OF OFFICE BEARERS
- President: He shall be responsible for the general supervision of the work
of the Society and shall preside over the monthly and other general meetings and Executive
Committee meetings.
- Vice President I: In the absence of President, he will look after the duties of
the President.
- Vice President II: In the absence of President, Senior Vice President will fulfill
the duties of President.
- General Secretary: He shall be the custodian of all the records of the Society, run
the office of the Society, take minutes and issue notices of all general meetings and
Executive Committee meetings and also exercise supervision over the affairs of the
Society.
- Joint Secretary: He shall assist the General Secretary and perform all such
duties as directed by the General Secretary. He shall work as General Secretary
accordingly in the absence of the General Secretary.
- Finance Secretary: He shall keep a correct account of all receipts and expenditure
to the Society and public relations.
- Publication Secretary: He will be responsible for the publicity of any kind of the
Society.
Rule 11. EXECUTIVE
COMMITTEE
- The affairs of the Society (Financial or Society
otherwise), shall be controlled by the Executive Society Committee consisting of office
bearers of the Society and 10 members. All are to be elected by the meeting after every
year.
- The Executive Committee shall meet atleast once in every 3
months. Notices of the meeting along with the agenda will be issued at least 7 days
earlier by in special cases a shorter notice may be issued.
- One third (1/3) of the members of the Executive Committee
shall from the quorum.
- Once the requisition of 1/3 of the members of the
Executive Committee, General Secretary shall call for the meeting with 7 days or earlier.
If the General Secretary fails to call the requisite meeting, the members themselves can
call the meeting of the Executive Committee.
- A member of the Executive Society Committee may be removed
by the Executive Committee of the Society in a meeting called specifically for this
purpose by 1/3 majority of the members present in the meeting, provided that the notice to
this effect has been received by the General Secretary before a period of 7 days of the
meeting.
Rule 12. GENERAL MEETING
The General Body meeting of the Society shall be held
atleast once in a year. The General Body has the powers:
- To adopt the General Secretary's report.
- To review the financial position of the Society.
- To elect office bearers and members of the Executive
Committee.
- The consider any proposal to amend, rescind any or all the
rules of the Society.
- To lay down the policy of the Society for the ensuing year
to achieve the aims and objectives of the Society.
- The quorum of the General Body meeting shall be 1/3 of the
total member of the Society.
- In case of emergency, the Executive Committee can extend
the Annual General Body meeting, but it should not be more than 2 months.
- The General Secretary may call a General meeting of the
Society on issuing a notice of 7 days prior to the meeting.
- One the requisition by 1/3 of the total members, General
Secretary shall call a General meeting within 7 days of the requisition.
- The quorum of the General meeting called on requisition
shall be 1/3 of the total members of the Society.
- In cases of emergency, the General meeting can be called
at any time by the General Secretary by giving 7 days notice.
Rule 13. AMMENDMENT OF RULES
The Rules of Society may be amended, varied or rescinded
by the General Body meeting by a majority of votes provided that a notice of the proposed
amendments, variation or rescission is given 7 days before the meeting.
Rule 14. DISSOLUTION OF SOCIETY
The Society shall not be dissolved except by a majority
of the total members of the Society in a general meeting called for this purpose. After
dissolution the funds of the Society shall be donated to the welfare institution.
BYE-LAWS
- The funds of the Society will be used in Rawalpindi /
Islamabad only. If a case of deserving patients is referred to MAS from some other city,
the funds should be collected separately for that patient and society funds should not be
used. The patient whether deserving or not will be decided by 1/3rd of the Executive
Committee.
- Class and Hostel incharges will be elected for 3 months
period by 2/3rd members of the Executive Committee.
DUTIES OF CLASS AND HOSTEL INCHARGES
- To check the activities of other members.
- To prepare the blood grouping lists.
- To make new workers.
- To fulfill the demands of blood.
- To make plans for money collection / medicine collection
and informing the members in the class or hostel.
- To point out political activities of any member of
Society.
- Every incharge should maintain complete list of members
and workers in his/her class or hostel and every incharge should know the members/workers
by face.
- If 2/3rd members are against their incharge, they can
appeal the General Secretary to call a meeting for the removal. General Secretary should
arrange an executive body meeting within 7 days. Final decision will be by 2/3rd members
of the Executive Committee.
- The class and hostel incharges must have a meeting in the
first week of every month in the presence of Executive Committee.
- The quorum is as written in the constitutions, i.e., 1/3rd
of the members.
ATTENDANCE IN THE MEETING
- If absent in first meeting, issue notice.
- If absent in second meeting, issue explanation letter.
- If absent in third meeting also, executiveship/membership
will be canceled.
- If present in third meeting but again absence in the next
meeting, the previous two absents will also be counted and the executiveship/membership
will be canceled.
- These rules are for all except one who will give a genuine
reason for his/her absence.
- The shield should only be given to outgoing executives but
on their own expenses, as decided by Executive Body.
- Certificate should be given to outgoing Executive and
members but on their own expenses, as decided by Executive Body.
- Multivitamins and Tonics are not to given to
habitual.
- Medicines should only be issued by members going on
hospital duty and any member in hospital, on house job or job appointed by Executive
Body.
- Class and hostel incharges should deposit efficiency
report to the General Secretary every month.
